The hair is a god tier gimnick that could be legendary if it was booked correctly.
Quite athletic, specially considering she is a woman.
Passable to good in the ring.
Average promo.
Average charisma.
Bad acting skills.
Fairly over.

In every category she is top 5 in the wwe womens division. And overall she is the top 1 by far. I would argue she is underpushed because she is the only women talent that actually appeals to a demographic (black women and the woke crowd).

Vince doesn't have many options, so they went all in with her. I mean she's not as popular as Sasha, and is also 3 years older, but she works hard, is likeable and more likely to be around in 2 or 3 years, so she's getting the big push.
