I haven't been keeping up super well on New Japan, but from what I've seen, they're pretty clearly in that LIJ-ish spot of "we brought these guys in as heels, but we plan to push them long term as faces." Even moreso than LIJ because Naito at least had EVIL and Bushi attacking his opponents on the outside at first and I don't think UE has ever done interference to win, besides that very first O'Khan appearance.
