There was and is a lot of talk about rules in wrestling and how stupid referees look most of the time. I think I foud a way to fix it somewhat.
In most sports some referees are known to be very strict while others let the game run even if they could blow the whistle, why not do the same in wrestling?

This way you can have a bit more leeway in regards to count outs etc. You could even get some storylines out of it. This way your rules wouldn't be completly arbitrary.
