So a story I've heard floating around about Sam Shaw/Dexter Lumis' release.
There was plans to bring Dexter to the main roster with Persia with the plot point of Dexter would betray Indie Hartwell. Dexter would revert back to his Creepy Bastard persona and feud with Cody Rhodes.
Cody was not interested until he was told that they would be using the feud to introduce Brandi onto the show, which caused him to be receptive to the idea of working with Sam. However, this meant cutting short his feud with Seth Rollins. Rollins threw a huge temper tantrum and demanded his rematch with Cody and in general, pushing HARD to get the first win against Cody upon his return.
(Should also note that Roman Reigns doesn't like Sam/Dexter too and was pissed when USA Network vetoed plans to have Roman bury Sam/Dexter on Smackdown last fall when the NXT reboot happened. And as such, there is speculation that Seth may be working with Roman to undermine Cody as well as bury Sam/Dexter).
Vince has been wanting Sam on the main roster for a while, so he pitched the idea of Sam joining AJ Styles against Damien Priest/Edge. Finn would be written out of the feud and shipped off to Smackdown, to be fed to Roman again over the summer.
However, Seth and Roman got into Laurinaitis's ear about getting rid of Sam/Dexter, citing his age and how his continued presence on NXT "undercut it's premise" with the reboot, dooming Sam/Dexter as a result. With Persia as a casualty of this.
