Brock was the closest thing to a mainstream guy but was being used badly. Winning salvaged his return. They got a lot of mileage out of it after that as the final boss even if the booking itself sucked. Overall it was the right decision.
Roman winning first would have been a disaster. Brock was needed to soften the blow and fans still hated it. He should have been turned way back then honestly.
