Dragon Gate is kind of in a rut because CIMA and the young Strongheart boys left the promotion, and DG hasn't got any young talent lined up as the next generation of main eventers. So PAC wins the top title in December 2018 and is build up as the big bad of Dragon Gate until they can build up a young guy to beat him as the next generation ace.
It takes some time, so until July 2019 PAC is not allowed to get pinned or submitted by anyone, it doesn't matter if it's in Dragon Gate or not. So Whenever other companies booked him around this time they had 3 choices. PAC wins, a multiman match where someone else takes the fall, or a screwy finish and once people who didn't watch Dragon gate caught on they got realy angry.
