Paying a dev team for about 2 years and having the game be multi-plat for platforms the dev never made a game for sounds about right, and costs are always increasing due to salaries anyway. Most important now isn't profit, it's getting a decent sized userbase, having DLC in regular intervals, and releasing fast enough in the gen cycle to have the next installments done before the next consoles and PC hardware level hits. This isn't a one game plan, they don't need a monster hit, they need a successful series to get off the ground.
