But for some reason, impact fans still want AEW. They want to be in forbidden door PPV, etc. and it seems impact wants that also. wwe can contact impact right now, but they would decline in hopes they will be in the forbidden door

Impact is in the same boat as ROH. Yeah the smarks know what it is and where to find it or have heard about it . It's not just an issue of not knowing what it is.They just don't give a shit.
There's only so many hours one can devote to watching wrestling and nobody's going to spend that watching Impact especially not since AEW entered the marketplace. Impact only has its niche as the US place for women's wrestling to fall back on, something very few people care about.
It seemed like it was on the uptick on Twitch and was getting positive buzz until they gave Tessa the belt which just seemed to kill them. Then AEW made them even more irrelevant. All they're known for lately are publicity stunts like Tessa, giving Omega the belt at the expense of their main event and Mickie in the Rumble, none of which panned out longterm.
