Tony very clearly books guys together when he thinks they are both over.
He throws Jericho with guys who are getting over (and ruins them). Cody was trying to get people over once he forced himself jntk the midcard for life and obviously he had terrible ideas, but there is supposed to be this guy called "the booker" who turns down bad ideas and decides what happens.
Other examples of Tony Khan jumping the gun on guys who are getting naturally over and forcing them together before either guy is ready for that angle:
