realistically, if ROH had a tv deal, what would make it different from a regular episode of Rampage other than belts with different logos in it? because if you exclude all the former ROH talent jobbing thats what their first show felt like

It is and always has been an uphill battle to pitch wrestling to TV. Even WWE has a really hard time doing it. Reminder that both Fox and Warner Media turned down buying the company within the past 10 years.

I would expect a good business-man/promoter to spend millions on a promotion that he is capable of running/airing. All Tony has done is buy himself more toys for the hell of it, he's a pathetic money mark and nothing more.
