They got in trouble last year because it turned out they had a COVID outbreak and were then letting wrestlers worker other shows while having COVID without telling anyone which caused it to spread around the Japanese indy scene.

The Bushidrone who "broke" this was going on about how all of his talk of harassers and cheaters was directed at Taka and Taichi but that doesn't seem to be the case.
Appearing on the JTO show seemed to piss off the NJPW office and Kikuchi (some faceless office drone, maybe a talent relations guy) basically says that Ibushi should've asked, Ibushi said it wouldn't have made a difference, Kikuchi starts passive aggressively threatening to fire him over it. Basically, NJPW was trying to force Ibushi to work hurt by booking him on shows without telling him and that seems to have been the catalyst or last straw for him dealing with the office's shit. The "cheaters and harassers" stuff refers, presumably, to office people and not any actual wrestlers.
