I know the concept of the government controlling the weather itself is a terrifying concept that you probably don't want to entertain, but you're going to have to confront these kind of sci-fi horror stories more and more as technology continues to progress.
The military has done research into weather and climate control for decades, we don't know exactly where they're at with it, but it's not some batshit insane fringe lunacy like you'd like to believe. Of course China is going to have their own programs and their own research, which we'd be even less privy to.
