They have some of the best promos I've ever seen, great in-ring charisma and could actually move pretty well for two bigger guys. So what went wrong?

They were over in wcw and even tag champs once. They just got over shadowed by everyone else there. You can see the crowd doing the hand wave at all their matches and they are usually backed by the crowd

Really? I never watched much WCW, but it seemed like they just fell in with the jobber crowd once their initial push fizzled out. Where they really shined was the skits they did. Paul E really knew how to highlight a talent's upside. It also probably didn't help that Easy E didn't want to pay for the rights to Here Comes the Hotstepper.

He was the opposite of "creative's got nothing for you". I wonder how much of ECW not making it was due to his coke habit though. A lot of people say he was cooking the books, and I believe it, but he also seems like he genuinely wanted ECW to succeed and thrive.
