You are close to home with the idea but The silent cowboy only works if you got natural charisma and menace which a jobber nature like Page does seem to have. Not saying that he didn't have good matches or slice a few good angry promos, especially against Cole but every other promo type fails.
He doesn't live the character, he has no character- it's just Page, the tv-celebrity, with a script.
