Second half of '99 is really the only down part of the Attitude Era. It's a bit of a mess but then everything clicks in 2000 as they develop lots of young talent and everyone is over.

Yeah that's what I hear, common opinion seems to be that 2000 is the best year. Still, I'm really looking forward to the big names starting to come in later that year like Jericho, Hardys and Kurt Angle.
