Babies that come from black women of course have half the background of the mother (although the vast majority of american blacks are mixed race, not 100% african ancestry) but black women also have children with white, hispanic and mixed race men, so that's not a strictly "black" baby. On the other side of the coin, there are white, hispanic and mixed race women who give birth to babies from black men, the baby has half the background of the father (again, unlikely to be 100% african ancestry).
Which do you think is worse: a light-skinned (<50% african) black woman, having a baby with a white man, OR a white woman having a baby with a dark-skinned (>50%) black man? If you had to pick one right this second, you'd keep the baby with the black mother, which also contains less african ancestry (and that's a good thing).
