Realistically she's both the worst in ring and on the mic in the group.
They're right about Mandy not improving in terms of wrestling though, she regressed in ring in NXT probably because she wrestles less. Her promos are great, but she was already fine on the mic so I don't consider that improvement.
I think Jacy will surprise people that keep overlooking her. She has the promo skills already to make it.
