Senjo hasn't had a rookie debut in a year and a half and only have a roster of 6 - hardly churning out rookies though the roster is talented. In the time between Senjo's last debut and today (give or take some days), JTO debuted 4 girls.
IR is the one that's debuting rookies at a good pace... it's hard for any other fed (except AWG... but they still have the "don't count us as a wrestling promotion" bollocks) to keep up with the number of prospects IR has on its wings, assuming no one quits.
