Punk doesn't need the belt. It would have been more beneficial to give someone like MJF the belt. Maybe he wouldn't want to leave if he had it instead of pushing a person past their prime.

Punk got the belt because he is the most expensive guy on the roster and they are only going to have him for a few years. It would be retarded not to draw everything they can out of him now. Page and MJF have 10-15 years more in them.
