Almost nobody is. There's a definite glass ceiling, but WWE just has their guy in mind and that's it. It's neither good or bad. Don't be a faggot about it and you can be the guy that works with the guy and get a few titles out of it like Bryan which is a pretty good spot.
Ryder is one of the guys who I would say was held back where they went out of their way to bury him. But someone like Cesaro was used fine.

They did it from day one. It was perfect storytelling and smark baiting from WWE. Remember his NXT run? They got this indie darling known for technical skill and paired him with The Miz - the former reality star despised by smarks. Yet he almost won the biggest title in the company while in the NXT competition which was unheard of but lost every match.
