Depending on which era of Japanese wrestling you're referring to, as well. With the bigger modern promotions like NJPW and NOAH, major shows get live English commentary, and promos are often translated live as well. Backstage comments (a common trend in Japanese wrestling that serves as out of ring storytelling and replaces what backstage and in-ring segments achieve in western wrestling) can be found with subtitles.
With older stuff it gets a little trickier. NJPW has "archive commentary" for select matches, where their commentators go back to do commentary over classics from before they had an English commentary team, which is before 2012 or so, I believe. Aside from those rare occasions, commentary is in Japanese, and so are promos, but with some Googling you can usually find at the very least the backstory of bigger matches and sometimes full promo translations as well.
NOAH is fairly lenient with their stuff going up online, while NJPW hunts it down like bloodhounds. They both have free shows uploaded where you can get a taste for how a full show plays out with English commentary.
