Gen 2 almost fit the bill but Meganium wasn't as cute as it's pre evos.
Gen 4 had Empoleon holding it back.
Gen 5 had an all mediocre line up. This is where things started to go down, there were some hints of it in gen 4 but gen 5 cemented it.
Gen 6 only had Greninja drawing dimes and it had to be overpushed because of it.
Gen 7 had Decidueye and Incineroar for dimes but they weren't nearly as good as previous draws.
Gen 8 was on a better track but still inferior to early draws.
Gen 9's final evos haven't been revealed yet, so there's still some hope.
Keep in mind I'm just basing it on the final evos without taking into account any special forms.
