There's some pros to it as the crowds are often more accepting, the crowds get used to the talent and it saves a ton of money. But, those crowds don't act like normal crowds do and wrestlers that are hits with them don't always work elsewhere.
Working in front of different crowds can be good, but the aside from money, the main problem they would have with doing shows before Raw and SD would be that nobody would know any of the wrestlers. I've been to shows with local wrestlers doing dark matches and it's brutal as nobody knows who they are and nobody really cares, which limits what they can do.
