It's a justification on why Hangman, despite coming for the belt, is gonna face Okada anyways, because that's the "money match". That's the match they want anyways. Jay White will be in some sort of tag match with the rest of Bullet Club and Elite. Maybe I'm wrong, but this feels obvious to me. They wouldn't have Hangman go "OOOOKAAAAADAAA!!" and then have him vs White.
