If something like that happens, where the person taking the move either doesn't want to go up or just mistimed with you, act like they "blocked" the suplex by "lowering their center of gravity" or w/e, and move on.
Now in this particular case: Shafir was there to enhance the champion. I don't think she's even a fully signed talent. Any offense offered to get herself over is pure charity. She should have deferred to any calls the champion made during the match. Anything else is being a self-mark who doesn't understand their role. Shoot throwing the champion is a good way to never get work again.
It also might have escaped your attention, because you probably didn't watch the actual match, but nothing Shafir did was over. She killed the crowd's interest in the match, who were only mildly interested in the grappling exchange at the start and utterly died during the boring heat. They just wanted to see Rosa shine, do some moves on this nobody, and pin her. So assuming Rosa tried to call an audible during the match and curtail the boredom Shafir was inflicting on the crowd, she was completely right to do so.
