WWE was never going to buy RoH. Any offer they made was done explicitly to artificially inflate the cost of acquisition, thus baiting Puppy Love into wasting millions that would have stayed in AEW coffers otherwise.

A business can be self contained and have its own profit and debt apart from a larger company. You can own let's say a sporting goods store, and then buy a comic book shop.
