In Vince's mind there's an event even larger than WM, or at least a venue, or at least a host city, even, that'll host this monumental match.
And at the same time the fans are dying to see the two in the ring at the same time, if just to acknowledge the moment to be.
But by the time that build, run, destined moment had a chance actually happen, either one of them had left, or injury or whatever...
Bischoff didn't have these issues. He just pulled the trigger without hesitation.
