Tony is a retard. At this point it's clear Okada won't be at Forbidden Door. So he should've come out and confirm it out of character so people don't stop building imaginary hype. Instead, he has a heel character say it in order for people to build insane expectations that will be crushed when Okada never appears and then it will turn into Backlash towards both companies.
