Cena, Orton, Batista, and Brock all became big around the last decade of TV's dominance while Roman in particular came in at the very tail end of Cena. Cena, Orton, and all the others enjoy both the nostalgia pop from millennials and Zoomers for being that thing they watched as kids/babies, while Roman is not being watched by much children and more by adults who have about 500 more important things to think about other than Roman. Ad in the fact that stars like Cena and Batista have successfully transitioned into Hollywood along with the Rock, and with Orton becoming possibly the biggest wrestling meme on the internet, Roman is just kinda still a wrestler on a dying show
