this is a misinterpretation of how the attitude era (and WWE in general) works
Wrestling is the draw, but it draws BECAUSE you hyped it up first. The free TV show is a bunch of short fuck finish matches and interviews/vignettes because the goal of the free TV is to make you want to see the match on the PPV so you'll pay for it
