this is hilarious. WWF took over as #1 from WCW in the summer of 1998 when Goldberg beat WCW's main draw Hulk Hogan (who made WCW #1 from 1994-1998). WWF only started to pick up at Wrestlemania 14 when Stone Cold beat WWF's weakest draw Shawn Michaels (HBK winning the belt at WM 12 in '96 brought WWF to its biggest lows almost to the point of bankruptcy)

Goldberg didn't retire Bret. Bret retired himself by not taking any time off after his concussion. He even wrestled a hardcore match against Terry Funk where he took multiple blows to the head, both from Terry's fists, and from weaponshots:

He first started getting over with the Blondes, and was honestly pretty over in ECW as well. He could've been their champ if he wanted, but presumably he wanted to actually earn reliable paychecks.
