I'd say it's a lot to do with getting to perform in front of crowds that can do something other than just clap. After almost 3 years of silence it's gotta be such a rush to hear fans lose their shit. Also the money is probably really good for what's essentially a mini vacation in the US.

The slopes loved being in front of hot crowds that knew who they were and were able to cheer. The problem is, that was because they were all at a supershow that was heavily attended by American NJPW fans from around the country. As we've all seen before, whenever AEW is in Kalamazoo or some other non-wrestling city the crowds are fucking dead whenever they trot out Hiromoshito Kazuchinkballs or whatever other nip star they try to promote. I fucking love NJPW but they don't generate the dimes outside of major wrestling market cities.

The closest answer is by looking at Okada. Okada's bored out of his mind wrestling the same guys in NJPW over and over so he's always advocating for supershows. It's why the dads like Kojima and Tiger Mask are getting involved in NOAH and AJPW too. If NJPW can plan it out accordingly it'd do wonders for their roster to let them wrestle in AEW a bit for a change of pace, maybe in exchange for some AEW guys to come to NJPW for a bit.

This would be the best option let some AEW dudes get more experience and what not but that shit isn't happening probably. NJPW would never risk letting their guys get hurt, Tony and AEW are more free with letting guys do other shows.

I've been thinking about this and my guess is that NJPW didn't want to risk him getting injured before G1. I can't really think of any other reason why he wouldn't be there. He's one of their biggest draws.

Plus, did you see how little effort Okada put into his match? Takagi maybe a bit more so, but even then just around the average effort for a New Japan Road show. They know the real effort is spent at big matches in New Japan, like the G1 or singles matches over there. When they go have a nice little vacation on the money mark's lawn, it's less effort for a big payday.
