If the rumors about Tony talking to Cornette regularly are true I would bet this is his doing. I remember the one episode of his podcast where he talked about how the Irish whip was originally some very old school guy's finisher where he'd basically whiplash them across the ring like a toss and not the 'throw into the ropes and return' that it became associated with after.
