Because Vince has storytelling rules that the ref should call the match like a shoot and if a wrestler botches a spot or the planned finish, the ref shouldn't break character and treat it like a shoot.

But rules are meant to be bent if it gets in the way of a specific story he wants to tell. its not that complicated

It's a secret rule

There was a DQ last night because of it

I'm pretty sure it's just a guideline for helping workers call it in the ring without making things too repetitive.

inconsistent enforcement is because DQ's are at the ref's sole discretion and he will normally allow substantial leeway unless the violation is especially flagrant. in kayfabe the ref knows that the crowd wants to get a satisfying finish to the match and will resist a DQ or countout as long as possible. the wrestlers both know this and use it to their advantage

WWE hasn't been a part of the NWA in literal decades. This wasn't a rule during the Rock n Wrestling era, the New Generation, the Attitude era, Ruthless Agression, PG, or Reality. This only became a thing in WWE in the past handful of years.

referees have been corrupt since the 90s. hebners were taking a lot of payments from wrestlers under the table and likely so were the junior refs they mentored. a whole racket going among the referees but seems to have been cleaned up somewhat in recent years
