The real reason is that the IP is owned by media conglomerate Kodakawa and New Japan (or anyone for that matter) have to pay royalties to them every time they sell Tiger Mask themed merch. They are just letting him run with the gimmick as a tribute to his mentor, Sayama but once he retires, New Japan will drop Tiger Mask. Maybe All Japan will pick it up after.
