If you're playing online then yes, there's probably some issues with the reversal system because some moves don't prompt the reversal option at any point.
In offline matches though, this isn't much of a problem. The whole system does work, and you can "kind of" guess what the AI is about to do, but still, it's a complete guess at some points if they're going to throw, grapple or punch/kick.
There's numerous other issues with the game though. Some features have been flat out disabled.
