Naito has definitely been running the "Comeback" gimmick for a long time now. First as Stardust. Then as Ingobernable. Then when he main evented the Tokyo Dome against Okada again. Now again.

The thing is he always gets fucked in the end, so the comeback gimmick starts anew. Since he's genuinely nearing getting kwabbed into not wrestling at main event level anymore, this might be the time he gets the happy ending with the roll call at the Dome.

A company can only have so many top guys at the same time. And the bigger shows need to main event those top guys. New Japan is one of the best companies in terms of variety in this regard, unless you count companies that keep getting "power-crept" with more and more new main eventers coming in from elsewhere like AEW and TNA.
