Realistically, what would've happened if Brock had stayed in WWE in 2004 and never went to Japan?

Realistically he would have still gone for Japan and then Paul Heyman would work his magic to bring him back in ECW in 2006 or 2007. Brock would help bring ECW to greater popularity as well as become Triple Crown Champion by unifying WWE, WHC, and ECW title belts.
