Garcia felt like he was more invested in that side than he let on in a lot of ways, so him with Jericho is good for trying to bring out more of that. Yuta I think needs more time, but his in-ring stuff was closer to being there, so he got the BOSJ and Danielson rubs to bring those out more.
Moriarty however, just seems like they're thinking "Soon, but not yet."
