yeah if you wanted. he's one of the biggest stars ever. in 1998 austin and goldberg were the top 2 guys. ultimately he wasnt quite as big as austin and rock but if you wanted to say you thought goldberg was better and more exciting it wouldnt be the most ridiculous thing to say

Goldberg is the definition of a sports entertainer.
He's an athlete, he's an entertainer, but in his main push he was not a wrestler.
Everything Goldilockless did, others told him to do.
He had no concept of wrestling psychology and made Vader's work look like Shawn Michaels with how stiff he worked.

You can't even argue he was the best of his era.

He does get overhated, though. He was believed in by the fans like few wrestlers before or since, his comeback run actually had some surprising highlights, and he could've kept WCW afloat if they hadn't been stupid enough to beat him. But both Austin and The Rock were bigger stars and better workers.

There is certainly an argument "in kayfabe" that he's the best ever.

Although personally for some reason I still think Stone Cold would have beaten him in a hypothetical fair fight in kayfabe.

TLDR: From the perspective of someone who believes pro wrestling matches are real - yes, quite possibly; From any other perspective - not even close
