I would have to say Dolph. Sure he has world title reigns but I've been watching the reliving the war series and Perfect was main eventing and winning practically every Nitro in 97. He even beat Flair in multiple US Title matches on PPV's.

Curt Hennig was AWA World heavyweight champion. that was when each company had one world title. not like when ziggler won in WWE. two world titles in one company basically means zero world titles because they cancel each other out. defeats the entire purpose and point of a world title. if you want to recognize both wwe titles as world titles then the Intercontinental Championship when Mr. Perfect had it was the equivalent to a world title today. also Mr. Perfect was arguably the greatest Intercontinental champion of all time.

Came here to say this. Curt and the Midnight Rockers kept the AWA off life support until Verne didn't like Marty and HBK staying out past curfew and Jerry Lawler later turned the remnants of AWA and WCCW into his personal ego trip. Curt might have taken a few shits under the ring to rib his buddies but he never had shit dropped on him like the Squad.
