He should just start a world class Cruiserweight division that's treated seriously on the main roster. B&G was already arguably the best Cruiserweight division in history most of the time and he did that with limited resources.

Ciampa, Cole, Darby, Enzo, Buddy, KENTA, Kushida, Gable, Carmello, Dragunov, Axiom, Tozawa, Ricochet, Jungle Boy, a million guys from Japan, El Lindaman, Butch, Cedric, etc
Give them time and take them seriously and fans will react. No one gave a shit about the women but when they took them seriously they got over. And WWE could make a serious CW division that is far better in ring.
