The problem he puts it down to is that the real stars who traditionally have drawn for WWF, like former athletes/bodybuilders/shooters over 6'0" 230lbs with charisma, think wrestling is cringe and would give up, leave or just not care enough so didn't bother to comply with the PC's shitty FORWARD ROLL bullshit.
As a result, the only guys WWE has to work with nowadays are indy midgets who are such marks they'd do anything to make it but cant draw a dime.
However, he believes Bron Breakker is the only developmental guy right now who can potentially draw a dime for WWE (and a tag team I forgot) The reason Regal believes Bron specifically is WWE's only draw from NXT is because unlike like the other big body guys who are athletes he actually enjoys wrestling. All the other potential dime drawers would've left ages ago.
So to play Devil's advocate for Paul pushing flippy midgets and shitters like Cole, Gargano, Owens, Balor etc - they didn't actually want to push them in the first place. The guys they really wanted to push just aren't big enough marks to stick around.
