The reason he's wearing the robe is a tribute to Inoki, not to LARP as Inoki, and the reason he's doing the tribute is because NJPW wiped out the history of the old belt for the new one, something Okada publicly disagreed with, and has continued to bring up.

He is just representing NJPW's history which he feels the company has somewhat abandoned. It's unironically based, especially if you're an Inoki/old school NJPW guy.

Nobody has ever claimed Okada is an Inoki-level draw, or a Chono level draw, or a Muto level draw. I have legitimately never seen anyone post that opinion.

But Japanese wrestling (and wrestling in general) will most likely never draw like 90s NJPW ever again so that's a bit unfair. It's like criticizing Roman for not drawing 1999 level crowds.

Okada was on top for the year or two they drew record dimes. Unfortunately, much like Roman, he wasn't directly responsible. If he was we'd see 15,000 capacity arenas sold out on the regular for both guys. NJPW was riding off smarks discovering them through Bullet Club, Kenny, Jericho, the MSG show with the WrestleMania crowd etc. That's not to say Okada wasn't part of that, because he was. Probably worth thanking Bushiroad or Harold for that.
