This list represents importance based off what they did. Hogan was what made Vince go national. He even acknowledged that while Austin was a big draw, his gimmick and what he did wasn't neccessarily original. Though, I would argue that the company went Public based off Austin's drawing power so he should be on the list.
As for Pena, it's been explained here. He pretty much changed the landscape of wrestling in Mexico. And, people don't understand that Mexico, before inflation, was doing better than the states. Mysterio, I think Konnan is the better choice. But Mysterio was actually the biggest draw for WWE in the mid 00's. Smackdown did better in international markets whenever Mysterio and Eddie were on TV. It was like a Boom period in Europe because of Mysterio's appearances.
Rousey is the only reason women got pushed.
