I think the ROH stuff added way more than he can handle and he insists on running that too. Honestly, taking anything other than the tape library was a mistake.
A lot of their problems stem from how much time Jericho has. He pretty much took over for Cody as the guy who gets a bunch of time to do shit that has nothing to do with anything else. And the same issue where the feud ends and you're lower than where you started.
Another thing is that injuries plagued the roster, and this combined with bad booking lead Tony to simply do nothing but pray his top guys come back. It's lead to inconsequential television that leads to nothing, because he clearly has plans for the injured guys and none of the people on the roster.
Even Meltzer is pretty down on AEW and seems like he's pushing for a booking change, without outright saying it. Cornette actually likes Tony, but said from the start that he needed to get someone to book the thing because he'd fuck it up.
