For many decades since the 60s, they would always scare monger about some white nationalist movement taking over the globe and they would always do that by using DNC scapegoats like David Duke, but then pretend that they were right wing. That's what Waco & Ruby Ridge were about. It was the state trying to false flag their way into more government legislation by scaring the populace with some imagined white supremacist movement. The problem was Americans from the 1990s were a lot smarter and just blamed Hlllary Clinton, lol.
