He could get the point across but as far as really having a fireball personality to go with the physique he came up short. Especially as a babyface he just did not have "it". However when paired with Scott Steiner he was a solid 8/10 on the mic. Whether having Steiner's outstanding work to play off of, being a natural heel or something else that was by and far his best promo work.
Overall I'd say Buff had about the career you would expect. He stuck around for a long time, won the tag belts a couple times, won a couple midcard belts, had a couple upper midcard feuds. Him being a retarded faggot going into the WWF obviously killed the rest of his career but by then he was already getting a little long in the tooth for a US / Intercontinental contender anyway
