WCW did experiment a lot with Havoc, GAB, SuperBrawl, and Starrcade at various points, but by the Monday Night Wars, especially in 1996 with Hogan/Piper, it was very clearly their #1 show.
Everything else is Bischoff being super indecisive. Yes, Havoc was big and had big matches and the Vegas atmosphere, but Starrcade always had a bigger match headlining it.
