The Rock was over. The Rock reached a level of starpower that is greater than anyone in history and that's why he's now the biggest actor in the world.
But The Rock was never at the same level as Hulk Hogan with the audience.
The Rock was a heel. Often a chicken shit. He would run away and get backup, talk and talk and talk, and then lose the big one.
He had a character that was very memorable and his lines and in ring style was very unique and he got over big verbally burying his opponents.
He was never as big as Hulkamania.

The crowd learned to cheer against Rock before they ever cheered for him.
Hulk Hogan? Not so much.
WWF fans were the true Hulkamaniacs dude.
